Award: New buildings at Camp Blaz
Value: $113 million
Location: Guam
Client: U.S. Department of Defense

An international JV has received marching orders for $113 million in new construction at U.S. Marine Corps Base Camp Blaz in Guam.

The U.S. Department of Defense tapped the Granite-Obayashi 2 Joint Venture, a partnership of Watsonville, California-based Granite Construction and Japan’s Obayashi, to construct new facilities at the strategic outpost, the Marine Corps’ first new base in 70 years.

The contract calls for the construction of low-rise facilities to support the Marine Expeditionary Force 9th Engineer Support Battalion.

Buildings will feature reinforced concrete structural frames, walls, floors, roofs and shallow foundation systems. Facilities include an auto organization shop, an electrical and communications maintenance shop, organic storage, vehicle wash rack and a vehicle laydown area.

This is Granite’s second major contract at the base in the last 18 months. In 2023, the base tapped Granite for a $126 million contract to help build the base, where Marines currently stationed in Okinawa, Japan, will be relocated.

“We are honored to continue our partnership with NAVFAC Pacific on this critical mission,” said Curt Haldeman, Granite’s vice president of regional operations. “This contract not only strengthens our relationship with NAVFAC Pacific but also reinforces our role as a key contributor to the successful realignment of Marines from Okinawa to Guam.”

The project is expected to begin in October and be completed in January 2027.
